Without seeing a picture to confirm which bit we're talking about, I'd would guess it's the outer part, where the wheel bolts screw into.

There was a similar thread on 155.org recently, but asking about an 8v car....from memory it needed to be 164 or GTV hubs (to maintain ABS), easier to change the whole lot rather than just the bit you mention.

That is a "hub" or sometimes called a hub centre. It is press fit inside the wheel bearing. It comes out relatively easy, you just need a hammer and socket/drift. But you'll most likely ruin the bearing removing it, so you'll need to replace the bearing and that requires a hydraulic press.
